Disability Promotion & Advocacy Association (DPA) is a voluntary self-help organization established on 4 April 1999 to advocate for rights and promote abilities of people with disabilities throughout Vanuatu.

Becoming aware of the 1st Asia Pacific Decade for Persons with Disabilities 1993-2002, the first decision of the Interim Committee mandated to establish this organization agreed to work toward the following aims:

a) To advocate for rights and promote abilities of persons with disability throughout Vanuatu;
b) To lobby the national government for the establishment of a National Disability Council which shall be a permanent body with adequate infrastructural support with representation from government agencies, non-governmental organization including representation from persons with disability and organizations working with and for people with disabilities;
c) To ensure that the Mandate for Actions during the Asia Pacific Decade of Persons with Disability 1993-2002 are implemented;
d)To raise awareness that people with disability have the same as rights as any one else, no more, no less.
e) To liaise, promote and support persons with disability, caregivers, family members, communities, non-governmental organizations and governmental agencies to recognize and promote these objectives;
f) To promote and support the establishment of branches in each province to promote the above aims;
g) To provide training and other skills for people with disability in order to promote their organizations to participate fully in all levels of society.


JULY UPDATE

DPA ran a three and a half days training on the Convention on the rights of Persons with Disability on 20 to 23 July, 2009.

Funded by AUSAID, there were 14 participants who attended this training and this training took place in Port Vila. There were 6 men and 8 women who participated at this training. This training was a fruitful one e.g. most participants never advocate at the top level, e.g. Directors, Director General Etc

They have the confidence to question these people e.g. when are we having a sign language policy? When are you reviewing the Building Code? When are we having a disability desk? Etc...

The Disability Promotion and Advocacy Association (DPA) made a donation of a wheelchair Monday March 23rd 2009 to three-year-old Garu Ruben.Present were Assistant National Coordinator of DPA Mrs. Nelly Caleb, a representative of Parents and Care Givers Mrs. Janet Selwyn and Mrs. Martin Remy —a volunteer who works for DPA and looks after a saving scheme called “DPA Yumi Save Save.”
Mrs. Caleb explained one of the core aims of DPA is to emphasize the rights of people with disability.
“We visit families especially those with disability and encourage fair treatment on everyone.
“Most of the times we call them ‘handicaps’ without realizing they have got names and have the right to be called by their given names,” said Caleb.
Speaking from experience, Mrs. Caleb said people with disability in most cases are never given the same treatment like everyone else in society.
The wheelchair was donated by Parents and Care Givers—a unit inside DPA headed by Mrs. Selwyn.
Mrs. Caleb expressed her heartfelt gratitude to the government for passing a bill in Parliament in April 2004 to recognize the rights of the disabled.
She is also proud that Vanuatu is the first country in the Pacific to ratify such a law.
According to Garu’s mother Mrs. Rina Ruben — a mother of five, she is happy for the donation as it will help her as he will have the opportunity to go to places he might never have been to before.
Her prayer is that the almighty continues to enrich the organisation to excel and work towards the betterment of people with disability.

Pacific Partnership for Development with Vanuatu (thanks to ACFID for this information)
The Australian Prime Minister had signed a Pacific Partnership for Development with Prime Minister Edward Natapei. The Pacific Partnerships for Development commit Australia and its Pacific neighbours to work together to meet common challenges, particularly faster progress towards achieving the MDGs and Pacific nations' development goals. Pacific Partnerships have been signed with Samoa, Kiribati, Solomon Islands, Papua New Guinea. The Partnership with Vanuatu will focus on:

increasing access and quality of schooling for all children (including working to lift primary school retention rates by phasing out school fees);
strengthening health services, particularly for rural communities (including combating malaria as another important focus);
improving infrastructure, particularly rural roads, to support economic growth and service delivery; and
reforming economic governance
